Rules and Regulations

Introduction

In order to develop applied research in Earth Sciences and support scientific achievements in this field and exchange views with international organizations, and based on the resolution of the 148th session of the Supreme Council of the Cultural Revolution dated 1/21/69 regarding the establishment of research centers and the executive directive on the procedure for obtaining a license to establish government and non-government research centers dated 5/26/70 approved by the Ministry of Culture and Higher Education, the statute of the Earth Sciences Research Institute, which will be referred to as the Research Institute in this statute, is hereby announced as follows.

This statute is set out in an introduction and 5 articles and was approved by the Higher Education Development Council in the 325th session dated 5/29/73.

Objective:

The objective of establishing the Research Institute is to help increase scientific information capacity, through the most optimal use of the actual and potential facilities of efficient human resources, laboratories, museum, library and other research facilities available in the Geological Survey of Iran and cooperation with other domestic research institutions

Duties:

The duties of the Research Institute are as follows:

Investigating and identifying the country's various needs in various fields of earth sciences in an applied manner and making optimal use of the available facilities in order to plan research projects related to and appropriate to the country's needs by attracting master's and doctoral students

Providing the necessary facilities appropriate to the research programs and projects related to earth sciences in order to achieve the goals of the Institute

Creating a scientific and technical database from reliable domestic and foreign sources and collecting comprehensive and coherent information about basic and research programs, especially applied ones, from reputable organizations and research institutions and universities around the world

Effortlessly striving to attract the cooperation and use of committed and interested Iranian and foreign specialists and attracting and employing qualified Iranian graduates Conditions
Establishing active and constructive relations with other scientific and research institutions and communities inside and outside the country through holding meetings, researcher exchanges, or implementing joint research projects in order to achieve more new science and technology in fields related to the goals and policies of the research institute
Providing the necessary facilities to promote and grow their spirit of innovation and creativity in relevant fields
Utilizing the latest research results and scientific advances in all stages of research for the scientific, economic, and social development of the country

Board of Trustees:

The Board of Trustees of the Research Institute and its composition will be in accordance with the law on the formation of boards of trustees of universities and higher education and research institutions dated 9 and 23/12/1367 of the Supreme Council of the Cultural Revolution.

Research Council:

The composition of the Research Council includes:

a) Director of the Research Institute

b) Deputy Director of Research of the Research Institute

c) Three to seven members of the Research Institute’s academic staff

The assignment of individuals in sections b and c will be based on the proposal of the Director of the Research Institute and the approval of the Board of Trustees for a period of four years, and their re-election is free.

Duties of the Council:

a) Determining the Research Institute’s policy in order to implement research programs to achieve the Institute’s goals.

b) Developing research programs and submitting them to the Director of the Research Institute to be sent to the competent authorities for review and approval.

c) Approving research projects and supervising their proper implementation

d) Supervising the publication of the Institute’s scientific and research publications

f) Examining the Institute’s equipment, publishing, scientific and research needs and submitting a report to the Board of Trustees

Director of the Institute:

The Director of the Institute is introduced from among the members of the academic staff by the Minister of Industries and Mines and is appointed by the decree of the Geological Organization for a period of four years after approval by the Ministry of Science, Research and Technology.

Duties of the Director of the Research Institute

a) Implementing the resolutions of the Supreme Council of the Cultural Revolution of the Ministry of Science, Research and Technology, the Board of Trustees and the Research Institute Council

b) Managing and guiding the Research Institute to carry out relevant matters as best as possible within the framework of the statute and regulations

c) Appointing and dismissing the deputy directors and managers of the groups and heads of the Research Institute units and other employees in compliance with the relevant regulations

d) Signing contracts and financial and administrative documents within the framework of the existing regulations and regulations when necessary and delegating authority to each of the deputies within the scope of the job description

e) Preparing and organizing the annual budget and the organization of the Institute

f) Monitoring the proper implementation of the Institute's affairs and submitting a report on the activities carried out to the Board of Trustees

g) Compiling internal regulations and instructions and submitting them as required by the Board of Trustees

Other regulations:

The Research Institute has an independent legal personality and its director is the legal representative with full authority in all matters.

The Research Institute will be established for an unlimited period from the date of approval and its location will be in Tehran.

Any changes to this statute will be made upon the proposal of the Board of Trustees and approval of the Ministry of Science, Research and Technology.
